
Strategy and Budget
The work of the Governing Body of Suomenlinna, is based on a strategy extending to 2028. The restoration, management and administration of Suomenlinna are funded with funds from the State budget and with profits from the operations of the Governing Body of Suomenlinna, which cover approximately 65 per cent of operating costs.
Strategy
The strategy of the Governing Body of Suomenlinna 20232028 was completed in December 2022. The strategy work focused especially on the strongly changed operating environment over the past few years.
The strategy was drawn up with the active involvement of both personnel and stakeholders.
During the spring and early summer, scenarios for the operating environment were created as a result of the work of the staff and the management team, and needs for the measures were identified based on them. With a questionnaire and a workshop, expectations were collected from the core stakeholders regarding the strategic goals of the Governing Body. In the autumn, strategy work focused on the content of the strategy itself, which consists of mission, vision, values, strategic goals and policies. A preliminary version of the strategy content was presented to the Ministry of Education and Culture during the performance negotiations in autumn 2022. The strategy was approved by the Board of Directors in February 2023.

Strategy is the basis for all agency’s work and serves as a guideline for everyone’s day-to-day work and its planning.
Budget
The restoration, management and administration of Suomenlinna are funded with funds from the State budget and with profits from the operations of the Governing Body of Suomenlinna, which cover approximately 65 per cent of operating costs.
The proceeds of the Governing Body mainly comprise the rents of residences and business facilities, income from the sale of landscape preservation services, and profits from conference and banqueting facilities.
The Governing Body cooperates extensively with the Suomenlinna Prison, and funding for projects where work is carried out by inmates comes from the Ministry of Justice.
The budget of the agency covers all operations: restoration carried out on all of the eight islands and buildings of Suomenlinna, the maintenance of Suomenlinna and rental property management, provision of information about the fortress to visitors and the administration of the area and the agency as well as salaries of some 80 permanent and several temporary employees.
