Management plan
A new management plan was made for Suomenlinna in cooperation with partners. UNESCO requires that all World Heritage Sites prepare a plan outlining how the site is managed and developed. The management plan is implemented in cooperation with a wide range of partners through a continuous process. The project team consisted of personnel from the Governing Body of Suomenlinna and the Finnish Heritage Agency.

The new management plan continues the long tradition of managing Suomenlinna. The previous plans in use and management were observed in the new management plan of Suomenlinna as well as changes in society.
The management plan consists of four parts:
- The past and current situation
- Guidelines for the future
- Action plan
- Monitoring and impact assessment
The action plan of the management plan
The action plan aims to ensure that the management plan for Suomenlinna is implemented and kept up-to-date and is a concrete guideline for the operations of the World Heritage Site. Its implementation is monitored and reported on annually. The action plan is reviewed annually at the network meeting for the site. At the same time, the status of the implementation and any need for changes will be discussed. The action plan includes both larger projects and smaller, concrete actions that will ensure the implementation of the management plan.
The action plan covers the period from 2020 to 2024. Like the management plan, this action plan concerns the Suomenlinna network on a large scale. The action plan presents goals for management plan, which are expanded upon through various actions. The plan also defines the lead implementor of the actions, the participants, and the schedule. The action plan is intended to function as a practical guideline for all parties involved on how to achieve common objectives. The plan will be evaluated annually and additions will be made as necessary.
